SYNCHRONISING VIDEO SESSION RECORDINGS AND TEXTUAL TRANSCRIPTIONS FROM THE ANDALUSIAN PARLIAMENT

Paper abstract: In the Andalusian Parliament, at Spain, all the matters discussed in the sessions are stored in two
different media: a textual transcription containing all the speeches of the Members of the Parliament,
plus a video recording all the session. The only link between these two information sources is the event
that they represent. But it could be very interesting and useful for a user, that given a part of a record of
parliamentary proceedings, she could access directly to the part of the video related to this text. To make
this connection, a previous process of video segmentation must be performed, in order to split the video
in the most appropriate units. Later, a synchronization step between the different parts of the
transcriptions and the segments is needed. In this paper, approaches to give a solution to this problem are
presented.
